It's 8:40am and on the street in front of my house there appears to be some jackass with a leaf blower doing whatever it is one does with a leaf blower. On the street behind me, a construction crew appears to be breaking up concrete with a jackhammer. Well, on the bright side, I guess I don't need an alarm clock for the next year or however long it takes them.

San Jose actually has no niose ordenance. This is good, not bad. It means you can complain *at any hour* about noise on your street.
You shoudl let them know taht that is unacceptable.
